The formulation of official vehicle violations was first proposed on the agenda of the leading group.

The special governance of the country’s official vehicles problem has been drastically launched around the country since this year. At the beginning of this year, the China Affairs Office and the State Council issued the "Administrative Measures for the Use of Official Vehicles by the Party and Government Organs" and the "Administrative Measures for the Use and Provision of Official Cars by the Provincial Departmental Officers." The Sixth Plenary Session of the Central Commission for Discipline Inspection and the Fourth Independent Administrative Office of the State Council The meeting made a full deployment of special governance. The China Office and the State Council issued the "Implementation Opinions on the Implementation of the Special Administration of Official Vehicles in the Party and Government Organs" to make specific arrangements. All localities formulated a special governance plan for official vehicles according to this implementation opinion.

Previously, the state stipulated what could be done in the administration of official vehicles for party and government agencies, but it failed to effectively deal with units or individuals under the regulations. The current review of the handling methods of non-compliance official vehicles by the party and government organs will be more vigorously supervised. The official car is equipped and used.

Ren Jianming, deputy director of the Clean Administration and Governance Research Center of the School of Public Administration at Tsinghua University, said in an interview with a Southern Metropolis reporter that if the Central Government promulgates measures for the handling of illegal official vehicles by party and government agencies, it is mainly within the framework of the existing regulations for the allocation of buses, Super-standard cars are handled so that the method of bus allocation can be strictly enforced. However, in the case of private use of buses, it is difficult to carry out effective supervision by relying solely on disposal methods. “If supervision and reform are carried out around the existing system, it can only be a temporary solution, treating some violators, but the new violators It will still appear. It is difficult to completely change some of the bad phenomena."

Ren Jianming pointed out: “The basic train of thought for the reform of the bus has emerged. It is monetization and marketization. It needs to substantially reduce the allocation of buses and change it into a monetary subsidy.” He acknowledged that bus reform needs a gradual process and the introduction of official and government organs for illegal official use. The vehicle handling method is a must-have stage, but he called on the country not only to establish penalties for the original regulations, but also to put “the bus reforms in place” on the agenda.

At present, in the specific work plan for the official vehicles problem formulated in some places, we have already mentioned the handling methods for illegal official vehicles, such as Hainan’s regulations, the vehicles purchased without approval and used to purchase vehicles that have not been approved, and assessed funds. In addition, the self-inspection of the registration of the special treatment of official vehicles in the country’s party and government organs has basically ended, and bus management will fully enter the correction and treatment stage. Zhu Lijia, a professor at the National School of Administration, believes: “After the self-examination of local buses is completed, all data should be published to the public and accepted by the public.
