If we are still satisfied with low-end manufacturing and low-end competition, then the pace of transformation and upgrading of the manufacturing industry will not be rapid, and the contribution of the robotics industry to the “Made in China 2025” will be impossible. The main reason why structural reforms are made on the supply side is that most industries are engaged in competition in the low-end areas and no one in the high-end sector is interested.

It is precisely because of this that it is necessary to start from the robotics industry and focus on further afield, put the benchmark to a higher level, and pay more attention to high-end manufacturing, core technologies, and core components. First of all, we must strictly follow the two major breakthroughs and three major upgrade requirements set forth in the “Robotic Industry Development Plan (2016-2020)”, and focus on the development of the robot industry in high-end manufacturing, etc., and strive to seize the high end from the start. In the field, to avoid vicious competition in the low-end field; second, to strictly control the layout of the robot industry, use credit, taxation, environmental protection, energy consumption, land use and other economical means and economic indicators to regulate and standardize robot companies and projects. Projects that meet industry development plans, do not meet high-end manufacturing requirements, do not have core technologies and core components, and are strictly controlled in terms of policies, funds, etc.; in addition, they must be strong in innovation, manufacturing, and services. The robotics companies that have a significant role in industry upgrading will give the greatest support and rewards in terms of policies and encourage companies to increase technological innovation and technological research and development. For enterprises and products that have leading roles in the industry, they should be given more leeway in standard formulation and standard guidance to improve the competitiveness of these enterprises.

In short, the robotics industry can no longer go to the old road of low-end, can no longer appear to the people of Japan to sweep away the phenomenon of rice cookers, toilet lids, etc., but to stay in the domestic consumer, leaving the user in the country.
