Fourth, accelerate the integration of industrialization and informatization, transform and upgrade traditional industries with information technology, and promote energy conservation and emission reduction. The potential in this area is huge. Fifth, comprehensively promote clean production, accelerate the development of circular economy, and increase the efficiency of the use of energy resources. Sixth, vigorously improve product quality and nurture and build famous brands. Not only must pay attention to the upgrading between industries, but also must pay attention to the upgrading within the industry, that is, the upgrading of quality, upgrading of the brand, upgrading of the variety, and creating higher value through the quality brand to improve energy productivity and resource productivity.
